RESPONSIBILITY OF OFFICERS

PRESIDENT:

To preside at meetings; appoint committees; convene regular and special meetings of the Association; prepare meeting agendas; represent and communicate the directives of the Association; to exercise general charge and supervision of the affairs of the Association and maintain the corporate status of the Association.

VICE-PRESIDENT:

Performs all duties of the Chairperson in the Chairpersons absence or inability to perform. All powers and restrictions apply. To act as parliamentarian. To serve as the Chair of the Bylaws committee for annual review and updating.

SECRETARY:

Record and distribute minutes of all meetings within 30 days following the meeting; prepare correspondence as directed by President; maintain current mailing list of members; maintain history of Association business and prepare a signed copy of the minutes of each Association meeting and forward to the bookkeeping agency.

TREASURER:

Keep a detailed ledger of all receipts and disbursements to account for financial activities of the Association; present quarterly financial statements to the Association; bill in March and receive in November membership dues; notify regional secretary of states in good standing. All approved expenditures must be initialed by the treasurer. Abide by fiscal policies and procedures. To serve as chair of the fiscal policies and procedures committee for annual review and updating.

NATIONAL REPRESENTATIVES:

Serve as a link between Region X Head Start Association and National Head Start Association. Attend all NHSA board meetings as funds available. Prepare and distribute written reports to all RXHSA members. Voice RXHSA opinions to NHSA. This is a 2-year term contingent upon re-election at the state level.

WHAT THE PROGRAM REPRESENTATIVES DUTIES ARE:

Share information about program operations. Getting feedback and input to different ways things can happen. Getting new ideas. Get updates on State issues to bring back to the program. Develop a work plan to deal with the issues. Bring program concerns about state issues and services and try to develop a position statement on the state level. Then return to program and report back on the information, issues, position statements, …etc.

WHAT THE STATE REPRESENTATIVE DUTIES ARE:

To bring information, concerns and goals to the Regional Association and report back to the States, the information, concerns and goals of the Region along with the National information, concerns and goals.

WHAT THE REGIONAL REPRESENTATIVES DUTIES ARE:

To bring information from the State Association pertinent to the Regional Association. Keep informed about legislative issues concerning Head Start. Report back to the State Association, the information legislative report, National information…etc.

WHAT THE NATIONAL REPRESENTATIVE DUTIES ARE:

To bring regional concerns to the NHSA to develop a plan of action for a response or action to be taken. To bring the plan of action, information, legislative, etc. back to the Regional Association to spread the information out among the States.
